Case summary
On July 16, 2019, EPA issued a Clean Water Act Administrative Order (Order) to the Town of Billerica, Massachusetts for violating the total aluminum limits contained in its National Pollutant Discharge Elimination System (NPDES) permit. The Town owns and operates a wastewater treatment facility that discharges to the Concord River. The Order requires the Town to continue with its efforts to reduce the total aluminum discharged and to submit annual reports outlining the actions taken in the prior year. Massachusetts has not been delegated the Clean Water Act program, but EPA worked in close coordination with MassDEP on this matter.
