Case summary

Ryan Marine Services, Inc. (RMS) operates a boat and engine repair and storage facility located in Marblehead, Massachusetts. RMS discharges stormwater into Marblehead Harbor through Marblehead's Municipal Separate Storm Sewer System. RMS has also been discharging process wastewater, including from its pressure washing, boat cleaning, and engine testing operations, into Marblehead Harbor without a permit. On May 22, 2019, the Region filed a Consent Agreement and Final Order that requires RMS to pay a $20,000 penalty, which accounts for its ability-to-pay, to resolve the violations. Previously, on April 18, 2019, the Region issued a compliance order to RMS with requirements including that it (1) cease discharging process wastewater, and (2) comply with its newly issued Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activities. The case team notified the Massachusetts Department of Environmental Protection of this matter. EPA implements the National Pollutant Discharge Elimination System program in Massachusetts.
