Case summary
4/9/19 EPA issued a Clean Water Act Order that requires the LWSC to submit by November 30, 2019 an Operation and Maintenance Optimization Plan which identifies O&M measures that should be taken to prevent future effluent limit violations. These measures must be implemented as part of the Order. The Order also requires the LWSC to submit by June 30, 2020 a Comprehensive Plant Evaluation Report evaluating the condition and overall operational performance of all the major plant components, including costs to repair or replace such components. This Report will include an evaluation of the costs to repair the failing outfall pipe and pump stations. The Report will include submission of a Capital Improvement Plan and Schedule which will include recommendations for needed capital improvements for the facility to achieve and maintain compliance with the requirements of its NPDES permit.
