Case summary

Marblehead Trading Company (MTC) operates a boat storage, repair and maintenance facility located in Marblehead, Massachusetts. It also operates two additional boat storage facilities, also located in Marblehead. Stormwater from these facilities discharges into Marblehead Harbor both directly and through the City's MS4. On December 10, 2018, EPA Region I issued a compliance order to the company requiring MTC to comply with the Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activities (MSGP) at all three of its locations. MTC had not been conducting all of its benchmark monitoring, quarterly visual assessments, or quarterly inspections, as required by the MSGP. The case team notified the Massachusetts Department of Environmental Protection of this matter. EPA implements the NPDES program in Massachusetts.
