Case summary

On September 30, 2019, Region 1 issued a Notice of Violation and Administrative Order on Consent to GAC Chemical Corp. and General Alum New England Corp. (together, GAC), for violations of the risk management planning (RMP) requirements of Section 112(r)(7) of the Clean Air Act at its chemical manufacturing plant in Searsport, Maine. The AOC notifies GAC of the following violations: 1) Failure to prepare and submit RMP that includes all covered processes; 2) Failure to Comply with Safety Information Requirements; 3) Failure to Adequately Identify, Evaluate, and Control Hazards under the RMP Regulations (for ammonia) and the GDC (for sulfuric acid); 4) Failure to Comply with Mechanical Integrity Requirements; and 5) Failure to comply with Operating Procedure Requirements. The order requires Respondent to address these problems. Respondent entered into the order with EPA on consent.
