Case summary
On November 7, 2017, EPA Region 1 issued a Consent Agreement and Final Order (CAFO) (Docket No. TSCA-01-2017-0077) both initiating and resolving an action for violations of TSCA and the Renovation, Repair and Painting (RRP) Rule against Northeast Rental Housing, LLC of Auburn, ME, a general contracting business. The action, which will help reduce childhood exposure to lead paint, stems from National Rental Housing?s violations of lead-safe work practice requirements while performing renovation work on a vacant residential building located at 17 Pleasant Street in Auburn, ME. Northeast Rental was charged with violating the following RRP requirements: failure to (1) obtain initial firm certification; (2) ensure that a certified renovator is assigned to each renovation performed by the firm and that the firm discharges all of the certified renovator responsibilities; (3) post warning signs clearly defining work areas; (4) cover the ground with plastic sheeting prior to renovation; and (5) maintain renovation records and reports for at least three (3) years. Under the CAFO, Northeast Rental will pay a penalty of $1,982 and come into compliance with the RRP Rule. This action will help to prevent exposure to the risks of lead paint. Maine, which is not authorized to implement the RRP Rule, is supportive of this action.
