Case summary

On September 08, 2018, the Region issued an Administrative Order ( Order ) to the City of Meriden, Connecticut. The Order addresses the City's unauthorized discharges of sewage from its sanitary sewer collection system (also known as Sanitary Sewer Overflows) to waters of the United States and non-compliance with effluent limits in the NPDES permit authorizing discharges from the City's Water Pollution Control Facility. On eight occasions between February 1, 2013, through October 31, 2017, the City has discharged untreated sewage from an outfall at the Harbor Brook Pump Station to the Quinnipiac River. The City has discharged Biochemical Oxygen Demand ('BOD') and Total Suspended Solids ('TSS') in excess of permit effluent limits, the City has failed to meet permit requirements for minimum percent removal of TSS, and the City has discharged an average flow in excess of 90% of design flow over a 180-day period. To minimize the re-occurrence of non-compliance, the Order requires the City to develop an updated Inflow and Infiltration ('I/I') Control Plan, submit the I/I Control Plan to EPA and Connecticut Department of Energy and Environmental Protection ('CT DEEP') for comment, implement the I/I Control Plan, and submit annual report to EPA and CT DEEP on its implementation. The Region worked in close coordination with the CT DEEP in this matter.
