Case summary
On April 9, 2018, Region 1 executed an Administrative Consent Order (ACO) that addresses Clean Water Act violations of Electric Boat Corporation (EBC) at EBC's submarine assembly facility in Groton, CT. During an EPA inspection at the facility, EPA found that EBC violated provisions of the Connecticut multi-sector general permit for stormwater discharges and discharged process wastewater relating to fiberglass resin which was not authorized by any NPDES permit. The settlement includes the ACO issued today as well as a Consent Agreement and Final Order that is currently issued for public comment by EPA, which proposes a $60,000 penalty from EBC for the violations.
