EPA v. GOULD ELECTRONICS / NEW HAMPSHIRE DIOXANE SITE
Final Order With Specified Cost Recovery
Case summary
On March 2, 2018, Region 1 signed an administrative Settlement Agreement (CERCLA-01-2018-0013) with Gould Electronics Inc. (GEI) with respect to the New Hampshire Dioxane Site, located in Atkinson and Hampstead, New Hampshire (Site). In the Settlement Agreement, GEI agrees to pay EPA $1.9 million, plus interest, to reimburse EPA for its past cleanup costs at the Site, within 30 days of the effective date. From December 2013 to November 2014, EPA completed a removal action to extend a water line to homes with drinking water wells contaminated with 1,4 dioxane and other hazardous substances. GEI is the legal successor to Johnson and Johnston Associates, Inc., which operated a facility that manufactured computer components from about 1984 to 2004. The Site is not listed on the National Priorities List. After DOJ approves of the settlement, the Settlement Agreement will be subject to a 30-day public comment period and a review of any comments received before it becomes effective. CERCLA is not a delegated program, but EPA has informed the State of this Settlement Agreement, and it has not objected to it. The Site includes the area in the vicinity of Island Pond Road, Brookside Terrace, Belknap Drive, Emery Drive, Oak Ridge Drive, Deer Run Road and West Side Drive, located in Atkinson, New Hampshire, and extends to the area in the vicinity of and including 130 Route 111 in Hampstead, New Hampshire.
