Case summary
On April 7, 2017, Region 1 issued a Consent Agreement and Final Order (CAFO) both initiating and resolving an action for violations of TSCA and the Renovation, Repair and Painting (RRP) Rule against Robinson?s (Robinson?s) Painting & Home Improvement, LLC of Fairfield, Connecticut, a general contracting business. The action, which will help reduce childhood exposure to lead paint, stems from the Robinson?s violations of lead-safe work practice requirements while performing renovation work on the exterior of a pre-school located in a church. Robinson?s was charged with violating the following RRP requirements: failure to (1) provide parents of children with an EPA-approved pamphlet; (2) cover the ground before beginning work; (3) post warning signs; (4) contain waste from renovation activities to prevent releases; and (5) use a HEPA vacuum while dry sanding and scraping. Under the CAFO, Robinson?s Painting & Home Improvement will pay a penalty of $3,000 plus interest, based on Respondent?s ability to pay, and come into compliance with the RRP Rule. The case was referred to EPA by the Connecticut Department of Public Health. The action was not part of a National Enforcement Initiative
