Case summary

The City of Lowell, MA owns and operates a wastewater treatment plant and collection system that discharges to the Merrimack River. EPA and the City entered into an Administrative Order on Consent (AOC) that requires the City to develop and implement an updated Combined Sewer Overflow Long Term Control Plan within the context of an integrated plan.
