On July 13, 2016, EPA Region 1 filed a consent agreement and final order resolving violations of the requirements of the Renovation, Repair and Painting Rule, promulgated pursuant to Section 402(c)(3) of the Residential Lead-Based Paint Hazard Reduction Act of 1992. Specifically, EPA alleges that St. Laurent violated the requirements of the RRP Rule in 2014 by failing to: (1) obtain initial firm certification from EPA (40 C.F.R ? 745.81(a)(2)(ii)); (2) provide the owner of the property with the EPA pamphlet entitled ?Renovate Right? (40 C.F.R. ? 745.84(a)(1)); and, (3) retain records (40 C.F.R. ? 745.86(a)). The Complaint proposes a penalty of $11,380. The alleged violations did not occur within an Environmental Justice location.
