Case summary
On February 23, 2016, Region 1 entered into an expedited settlement agreement with Cardinal & Glidden Oil Company, Inc. of Farmington, New Hampshire addressing violations of the Oil Pollution Prevention regulations at 40 C.F.R. Part 112, promulgated under Section 311(j) of the Clean Water Act. An EPA spill prevention, control and countermeasure (SPCC) inspection at the company revealed that it did not have a fully implemented SPCC plan. The purpose of the SPCC program is to prevent oil spills before they happen, thus the need for a properly prepared and implemented plan is critical to the success of the program. Pursuant to the agreement, Cardinal & Glidden Oil Company, Inc. will pay a $2,700 penalty. This settlement will ensure that Cardinal & Glidden Oil Company, Inc. is implementing necessary precautions to reduce the occurrence and severity of oil spills at its facility.
