Case summary
On March 31, 2015, Region 1 issued an Administrative Complaint alleging that JPAA Chen Services, LLC (Respondent) failed to comply with lead-based paint disclosure requirements of the TSCA 1018 ?Disclosure Rule?. The Disclosure Rule ensures that purchasers and renters of housing built before 1978 receive the information necessary to protect themselves and their families from lead-based paint hazards. The Complaint alleges 12 violations of the Disclosure Rule requirements at three separate residential properties owned by Respondent. Many residences built before 1978 have lead-based paint which can be toxic to humans and animals. EPA inspected one the Respondent?s properties, all located in EJ areas, as part of the New Haven enforcement initiative for Renovation, Repair and Painting (RRP) Rule violations, which lead to the discovery of Disclosure Rule violations. Two of the three properties cited had children living in them at the time of the inspection.
