Case summary

On March 11, 2015, Region 1 entered into an expedited settlement agreement with Dorr Oil Company, Inc., 595 Bonnet Street, Manchester Center, Vermont addressing violations of the Oil Pollution Prevention regulations at 40 C.F.R. Part 112. On April 3, 2013, Region 1 conducted a Spill Prevention Control and Countermeasure (?SPCC?) inspection at Dorr Oil Company, Inc. and observed the following SPCC deficiencies: certain oil storage containers without sized containment; mobile and portable containers stored in areas without potential secondary containment; inadequate warning signage at transfer stations; gasoline and oil pipes weeping and leaking; fuel-hose/pipe dispensers lying on the ground and not protected; and inadequate oil piping supports. Since Region 1?s inspection, the facility has initiated on-the-ground improvements which will reduce the potential of an oil spill at the facility. The purpose of the SPCC program is to prevent oil spills before they happen, thus the need for a properly prepared and implemented plan is critical to the success of the program. Pursuant to the agreement, Dorr Oil Company, Inc. will pay an $8,200 penalty.
