On January 30, 2015, Region 1 filed a Clean Water Act (CWA) administrative complaint against Pan Am Railways, Inc., Springfield Terminal Railways Co Inc., and Maine Central Railroad Company for violations at its railway terminal located in Waterville, Maine. Violations included failure to comply with the terms and conditions of the Maine Multi-Sector General Permit for Stormwater Discharge Associated with Industrial Activity and failure to fully implement a Spill Prevention Control and Countermeasure (SPCC) Plan in accordance with the Oil Pollution Prevention regulations found at 40 C.F.R. Part 112. The Region documented these violations during inspections conducted with the Maine Department of Environmental Protection (MEDEP). The Region has worked in close coordination with MEDEP in the development of this action. Pay $62,000 for Stormwater and SPCC violations.
