EPA v. SYNERGY SITE
Final Order No Penalty
Case summary
Region 1 completed an Administrative Settlement Agreement and Order on Consent (AOC) with AmeriGas Propane, L.P. for the cleanup of the Former Synergy Site in Claremont, New Hampshire. The AOC is effective as of April 13, 2015 after separate agreements between AmeriGas and the City of Claremont and between AmeriGas and the New Hampshire Department of Environmental Services were signed. Pursuant to the terms of the AOC, AmeriGas will perform work to clean up contamination from a former manufactured gas plant at the Site. EPA will partially fund the cleanup under a mixed funding agreement. In addition to doing the cleanup, AmeriGas will be responsible for oversight costs and any cost overruns. They will also give Claremont a contingency fund for the Site. The Site is approximately one acre, and is surrounded by residential and industrial properties. Beginning in about 1855, the property was owned and operated by the Claremont Gas Light Company, which built a manufactured gas plant and used it to supply gas to the nearby former Monadnock Mills industrial mill complex. In 1944, because manufactured gas was becoming obsolete, the Site was subsequently used as a propane distribution center. In 1995, gas services at the Site were permanently discontinued. The Site is currently vacant.
