Case summary

In April 2014, EPA entered into an AOC under RCRA Section 3008(h) with Specifications Plating, Inc. for the performance of Interim Measures to remediate contamination that has spread from Respondent’s Bridgeport, Connecticut property to the adjacent Newfield Park. Respondent is the former operator of the Facility and the current owner of the Facility property. Historic releases of hazardous waste from an outdoor storage area along the eastern border of the property were found to have affected the adjacent Newfield Park. Investigations conducted in the Park in 2009 revealed levels of metals above state Remediation Standard Regulations levels in soils in the Park. Respondent and the current operator of the Facility are characterizing the nature and extent of the contamination from the Facility. The Interim Measures required by this Order are expected to control human exposures to contamination until final cleanup is achieved. EJ Screen indicates that the Facility is in an area that is at or above the 80th percentile for all the primary EJ factors. This action will affect the community by cleaning up contaminants from Respondent’s operations at a well-used park.
