Case summary

On September 30, 2014, the Region issued an administrative complaint against Gilbane Building Company for discharging stormwater associated with industrial activity in violation of the terms and conditions of the Construction General Permit. The Respondent is the general contractor for a construction project at the North Reading Middle School and High School in North Reading, Massachusetts that includes demolition, construction, and renovation of several buildings and athletic fields at the site. The total disturbed area at the site as a result of the project is estimated to be more than 30 acres. EPA observed Respondent?s failure to implement and maintain adequate erosion controls to prevent the discharge of sediment-laden waters from the construction site to the Ipswich River. Penalty of $12,500 for violations of Construction General Permit.
