On September 9, 2013, an authorized representative of EPA, conducted an SPCC inspection at Brewer Pilots Point Marina, Inc., a saltwater marina with oil storage and distribution operations. Although Brewer Pilots Point Marina, Inc. stores oil in amounts above the thresholds requiring the preparation and implementation of a SPCC plan under 40 C.F.R.
