EPA v. CENTRAL MAINE RAILRAOD / LEEDS METAL SUPERFUND SITE
Final Order No Penalty
Case summary
On September 16, 2014, Region 1 and Maine Central Railroad Company (MEC) entered into an Administrative Order on Consent under which MEC will conduct or finance a Remedial Investigation and Feasibility Study at the Leeds Metal Superfund Site, located in Leeds, Maine (Site). MEC, a subsidiary of Pan Am Railways, has owned the Site since the mid-1800s. From approximately 1969-1984, MEC leased the Site to various lessees which conducted auto-shredding and scrap metal recovery operations at the Site. The Site was placed on the National Priorities List on September 18, 2012. Preliminary sampling revealed the presence of hazardous substances in soils and/or groundwater at the Site, including PCBs, volatile organic compounds and metals. Contaminated groundwater has migrated from the Site and impacted several private drinking water wells.
