Case summary
On March 20, 2013, EPA and the Town of Scituate, Massachusetts signed a Clean Water Act Order on Consent that requires the Town to develop and implement a plan to achieve compliance with the total copper effluent limitations in its NPDES Permit. The Towns wastewater treatment plant has routinely discharged wastewater containing total copper in concentrations greater than the effluent limitations contained in its NPDES Permit. These discharges violate Section 301(a) of the Clean Water Act, 33 U.S.C. §1311(a).
