Respondent stored anhydrous ammonia, sulfuric acid, and liquid nitrogen in quantities that exceeded the minimum threshold levels for these hazardous chemicals and failed to file Tier II forms with emergency responders for the years 2009, 2010 and 2011. The failure of a facility to file Tier II forms deprives the community of its right to know about chemicals present in the neighborhood and also prevents emergency responders from being aware of hazardous chemicals that are present at a facility in the case of an emergency.
