Case summary

The Springfield Water and Sewer Commission provides wastewater collection and treatment services to the City of Springfield, Massachusetts and surrounding areas. Several portions of the Commission’s sanitary sewage collection system are combined with storm water drainage basins. The City has implemented targeted separation projects, but several drainage basins need to be addressed. To ensure that progress continues to be made pending development of a comprehensive control plan, the Region has issued an Administrative Order under Section 309(a)(3) of the Clean Water Act to the Commission requiring the construction of controls for one of the more active drainage basins. These controls should reduce overflows from that basin from 63 million gallons per year to 0.73 million gallons per year. The Order requires the Commission to complete construction by December 2014.
