Case summary
On April 12, 2012, Region 1 entered into expedited settlement agreements with Soil Preparation, Inc. (Soil Preparation) of Plymouth, Maine and with We Care Environmental LLC (We Care) of Marlborough, Massachusetts addressing violations of the Oil Pollution Prevention regulations at 40 C.F.R. Part 112, promulgated under Section 311(j) of the Clean Water Act. Specifically, EPA Spill Prevention Control and Countermeasure (SPCC) inspections at both companies revealed that they did not have SPCC plans.
