Shield Packaging Company, Inc. operates a liquids and aerosols packaging facility in Dudley, Massachusetts. EPA inspected the Facility on December 9, 2010, April 6 and 7, 2011, and April 25, 2012. The inspections revealed that the company violated RCRA and the Massachusetts Hazardous Waste Regulations by failing to conduct waste determinations, comply with training requirements, and comply with management standards for less than 90 day storage of hazardous waste. The company also violated Section 112(r)(7) of the CAA by failing to comply with the Chemical Accident Prevention Provisions for Risk Management Planning at the Facility. The company also violated Section 312 of EPCRA by omitting nine hazardous chemicals present at the facility from its emergency and hazardous chemical inventory (Tier 2) form. The company also violated Section 311(j) of the CWA by failing to fully maintain and properly implement a Spill Prevention, Control and Countermeasure ( SPCC ) Plan.
