Case summary
In April, Region 1 issued a Clean Air Act Administrative Order to Suddekor LLC of Agawam, Massachusetts. Suddekor is an international manufacturer of décor printed papers. The facility uses a rotogravure process to print on paper. The inks used in the process contain volatile organic compounds (VOCs) and hazardous air pollutants (HAPs). The facility began operations on April 17, 2000. In 2003, the Massachusetts Department of Environmental Protection issued a conditional approval to the company for the operation of two printing presses that limited VOC emissions but did not place restrictions on HAP emissions. The facility is subject to the National Emission Standards for Hazardous Air Pollutants for Printing and Publishing Facilities, found at 40 CFR Part 63, Subpart KK. The Administrative Order directs the facility to comply with Subpart KK.
