Case summary
Region I issued a Clean Water Act (Act) Administrative Order to the City of Berlin, New Hampshire for violations of its National Pollutant Discharge Elimination System (NPDES) permit and Section 301(a) of the Act. The Citys permit prohibits combined sewer overflow (CSO) discharges that cause water quality standards violations and requires, among other things, annual E. coli bacteria monitoring of the CSO outfall discharges to the Androscoggin River. The City violated these requirements. The Order requires the City to address the violations.
