Case summary

On July 7, 2011, EPA entered into an expedited settlement agreement with Stanley P. Foss Construction Co. (Foss) of Columbia Falls, Maine, addressing a violation of Section 311(b)(3) of the Clean Water Act. Earlier this year, approximately 1,000 gallons of oil leaked from a parked, unregistered oil tanker truck at Foss?s facility. Roughly half of it reached the Pleasant River, a water of the United States, or its tributaries. Foss assumed full responsibility for cleaning up the spill. Pursuant to the expedited settlement agreement, Foss paid a $10,000 penalty.
