Case summary

On August 19, 2011, Region 1 filed a consent agreement and final order (CAFO) resolving Clean Water Act violations against the City of Stamford, Connecticut and its water pollution control authority (WPCA) (Respondents). In its Complaint, EPA alleged that Respondents had failed to report to the State of Connecticut bypasses from its wastewater collection systems on 25 separate occasions during the past five years, in violation of their NPDES permit. EPA worked closely with the State in this matter. The WPCA has agreed to pay a $26,000 penalty
