Case summary

CL&P notified CT DEP in January 2009 of a release of oil from a transformer that was located on South Canaan Road, in North Canaan, CT. Approximately 20 gallons of oil with a PCB concentration of 776 ppm were released. In its initial cleanup, the company removed the old transformer, wiped down the transformer pad and installed a new transformer. The company subsequently discovered that a more extensive cleanup of the site was needed, and in June 2009, removed the new transformer from the old concrete pad, removed the old pad as well as soil surrounding the pad, installed a new concrete pad, and re-installed the new transformer. The complaint seeks a civil penalty for the improper disposal of PCBs from January 2009 - June 2009.
