On 6/28/10, EPA issued a Safe Drinking Water Act administrative order to the Rutland Town Fire District #4 of Rutland, VT for violations of the Stage 2 Disinfectants and Disinfection Byproducts Rule (“Stage 2 DBPR”). In failing to timely complete the standard monitoring, the System failed to comply with the requirements of Title 40 Code of Federal Regulation (“C.F.R.”) § 141.600 and 40 C.F.R. § 141.601. The System also failed to submit an Initial Distribution System Evaluation (“IDSE”) Report by the January 1, 2010 deadline in accordance with Title 40 C.F.R. § 141.600 and 40 C.F.R. § 141.602.
