Case summary
An administrative order (Order) was issued to the City for violations of the Clean Water Act associated with its unauthorized discharge of pollutants from locations in its Collection System that are not contained in its NPDES permit. The Order requires Norwalk to submit a summary listing of its Collection System overflows, spills, and releases, and to conduct an assessment of its Collection System. As part of the Collection System assessment, the City will be required to evaluate its condition and capacity and the Citys preventative and reactive operation and maintenance practices to determine whether improvements are necessary in order to preserve the infrastructure of the Collection System and to prevent future overflows, spills, and releases of raw sewage.
