Case summary

The Order requires the City to immediately comply with the bypass reporting requirements contained in Section 22a-430-3(k)(4) of the Regulations of Connecticut State Agencies and Section 8(C) of the City’s NPDES Permit. The Order further requires Stamford to supplement its complaint tracking system to include all bypass events that result from capacity limitations or blockages in that portion of the Collection System owned by the City and their ultimate fate; to develop a comprehensive Collection System preventative maintenance program and an emergency response plan; to submit an inventory of its Collection System; and to assess the condition of its Collection System. The Collection System assessment shall evaluate its capacity and the City’s operation and maintenance practices to determine whether improvements are necessary in order to preserve the City’s wastewater infrastructure and to prevent future Bypasses.
