Case summary
Gloucester was under a fedral Consent Agreement to eliminate its combined sewer overflows (CSOs). The City proposed changes to several sewer separation projects to reduce the cost of elimination. In addition, another CSO outfall (009)was discovered and had to be addressed. This modified Consent Agreement requires the City to complete the modified separation projects, and to develop a plan to eliminate CSO 009. The Consnet Agreement also requireds completion of a number of renovation and improvement projects at the City's wastewater treatment plant that were previously required under a state administrative consent order.
