Case summary
EPA brought an administrative action against First Student for idling its school buses for amounts in excess of state limits for CT and RI. The Settlement includes a cash penalty of $128,000, and several components of injunctive relief and supplemental environmental projects, including the following: 2. performance of a nationwide training and management program, which includes the following components: -training all drivers regarding excessive idling; -placing signs about First Student's policy against excessive idling at all bus lots. -requiring bus lot managers to perform periodic walk-throughs to ensure no excessive idling, and to report to EPA on such walk-throughs; -notifying all school districts of First Students policy against excessive idling. 3. Installation of an emissions system (crankcase emissions filters and diesel oxidation catalysts) on buses in New England, primarily in urban areas of Rhode Island and Connecticut; and 4. Installation of a GPS-based device for tracking idling on approximately 400 buses in New England, primarily in urban areas of Rhode Island and Connecticut.
