EPA Region I is simultaneously filing a complaint and final consent agreement and order assessing a penalty of $16,107, and under which Respondents agree to implement an SEP in the form of a conservation easement on a ecologically valuable nearby parcel consisting of wetlands and uplands and within 1/4 mile of two bald eagle nesting zones.
