Case summary
In March 2008, RI DOT - Transportation Support Division ( RI DOT ) and Bilray Demolition Company, Inc. ( Bilray ) began demolition work at the Budget Rent-A-Car located in Warwick, RI. RI DOT or Bilray. did not submit a renovation and demolition notification to EPA at least 10 working days before the asbestos stripping or removal work or any other activity began, which is in violation of Asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP). On April 18, 2008, the Region issued an Immediate Compliance Order to ensure that RI DOT and Bilray take immediate steps to conduct business in full compliance with the Asbestos NESHAP.
