Pawtucket Power operates a combined-cycle cogeneration facility that produces 68 megawatts from a gas turbine generator with supplemental duct firing. Additionally, Pawtucket Power operates an auxiliary boiler with a heat potential of 86.16 million BTUs per hour. The turbine and the boiler fire natural gas or No. 2 fuel oil while the duct burner fires only natural gas. The AO contain EPA’s findings that PPA has violated its Title V Operating Permit. Specifically, on numerous occasions in 2006 and 2007, PPA failed to monitor emissions data continuously, failed to comply with its emission limits for nitrogen oxides, and failed to comply with its opacity limits for its combustion turbine and auxiliary boiler.
