EPA ALSO FOUND THAT THE STORM WATER POLLUTION PREVENTION PLAN FOR THE SITE LACKED SEVERAL ELEMENTS REQUIRED BY EPA's GENERARL STORM WATER PERMIT, AND THAT RESPONDENT ALSO FAILED TO CONDUCT ROUTINE STORM WATER INSPECTIONS FOR THE SITE.
