IN NOVEMBER 2006, COOLEY CONDUCTED PERFORMANCE TESTS OF A THERMAL OXIDIZER IN ORDER TO DETERMINE THE COMPLILANCE STATUS FOR COATER #5 WITH THE FABRIC COATING NESHAP. AS A RESULT OF THE TESTS, COATER #5 IS UNABLE TO MEET THE EMISSION STANDARD UNDER THE NESHAP UNTIL COOLEY CONSTRUCTS, INSTALLS AND TESTS A NEW OXIDIZER. THE ADMINISTRATIVE ORDER SETS FORTH A COMPLIANCE SCHEDULE FOR THE INSTALLATION OF THE NEW OXIDIZER.
