THE DISCHARGE FROM THESE CSO's CONTAINED HIGH LEVELS OF BACTERIA AND OTHER CONTAMINANTS. THESE DISCHARGES VIOLATED THE CITY'S NPDES PERMIT AND CLEAN WATER ACT.
