REGION ALLEGES THAT THE DEPARTMENT FAILED TO MEET BASIC HAZARDOUS WASTE MANAGEMENT REQUIREMENTS (WASTE DETERMINATIONS, LABELING/MARKING, STORAGE, ETC.) FOR THESE WASTES.
