JW DARRAH LLC VIOLATED THE CLEAN WATER ACT BY FAILING TO SEEK PERMIT COVERAGE UNDER THE CONSTRUCTION GENERAL PERMIT, AND FAILING TO FULLY IMPLEMENT THE SITE'S STORM WATER POLLUTION PREVENTION PLAN.
