VIDEOS PROVIDED BY A COMPLAINTANT SHOW EVIDENCE OF MORE THAN ONE THOUSAND MINUTES OF ILLEGAL IDLING. PRIOR TO THIS ACTION. ON JUNE 16, 2004, EPA ISSUED A NOTICE OF VIOLATION TO REPSPONDENT, UNDER THE AUTHORITY OF SECTION 113(a)(1) OF THE ACT, CONCERNING RESPONDENT'S TRUCK IDLING AT ITS FACILITY.
