THE WATER TREATMENT PLANT HAS BEEN DISCHARGING TO THE CONCORD RIVER SINCE 1976 WITHOUT A NPDES PERMIT. THEY HAVE BEEN DISCHARGING HIGH LEVELS OF AUM SLUDGE RESULTING IN HIGH TSS LEVELS. WASTEWATER TREATMENT PLANT - STOPPED TREATING ITS DISCHARGE IN JULY 2003, TO REMOVE PHOSPHOROUS. THIS WILL RESULT IN THE PLANT VIOLATING THE PHOSPHOROUS LIMIT IN ITS NPDES PERMIT FOR 2003.
