Case summary

10/2/2025: Long-term management with groundwater monitoring, UXO construction support, full annual MEC (munitions and explosives constituents) sweeps, warning signs and public education pamplets, DigSafe, annual inspections of fencing. Land use controls with UXO construction support, full annual MEC (munitions and explosives constituents) sweeps, warning signs and public education pamplets, DigSafe notifications. ESD documents upward changes to clean-up levels at cited OUs. Increase in cleanup levels does not significantly reduce the time to achieve cleanup at CS-19, FTA-2/LF-2, or PFSA/FS-10/FS-11. Based on new cleanup level, FS-13 has reached cleanup. 10/03/2024: Federal Facility ROD ordering Removal of Contaminated Media in OU 30. Excavate lead contaminated soil and off-site disposal. FEDERAL FACILITY AGREEMENT: OTIS AIR FORCE BASE 04/06/22 The selected remedy at OU29 is land use controls which includes annual sweeps for uxo, operation and maintenance of signage, and reporting in program-wide annual LUC report. 1/14/21 ESD adds 1,4-Dioxane as a contaminant of concern to the existing CS-10 groundwater plume pump and treat remedy. Cleanup level is a site-specific risk-based remediation goal of 0.46 micrograms per liter. Costs are associated with additional monitoring in the plume and treatment plant. FY16 #22 Selected remedy is monitored natural attenuation with land use controls, monitoring, and report. Contaminants of concern are: 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, 2-methylnapthalene, and select EPH/VPH carbon ranges. Original ROD was a source control ROD and did not identify a groundwater plume because BTEX concentrations had fallen below actionable levels. Current COCs were not identified at that time (1998).
