EPA v. PEASE AIR FORCE BASE

Case summary

FEDERAL FACILITY AGREEMENT: PEASE AIR FORCE BASE 6/8/21 The ESD documents the operation of a Ground Water Extraction & Treatment System (GWETS) to capture the migration of PFAS contaminated ground water within Zone 3 Operable Unit 7 at the Pease AFB NPL Site. Ground water restoration goals, based on NH AGQS were established for PFOS, PFOA, PFNA, & PFHxS. Treated ground water from the GWETS must also meet these chemical-specific ARARs before being recharged back to the aquifer. LUCs established as part of the original Zone 3 ROD will continue to be maintained, monitored, & enforced and do not change in scope. 12/5/19 OU7 ROD amendment FY 2014: OU7 Site 49 - Enhanced bioremediation FY 2013: ? The 2012 ESD for OU-7 addresses residual ground water contamination at Site 73 (an area of concern in Pease AFB Zone 3 ? OU7). ? A 2003 ROD amendment codified the construction & operation of a permeable reactive barrier (PRB) to treat chlorinated solvent contaminated ground water at Site 73. ? The PRB has significantly reduced chlorinated solvent concentrations. ? The 2012 ESD calls for the injection of a emulsified vegetable oil/bio-augmentation solution into the aquifer to ?polish? in-situ residual ground water contamination to cleanup standards in a shorter restoration period than the existing PRB can achieve. *** This ESD does not address any new or additional contamination than what was already covered by the 2003 ROD Amendment. Therefore, a contaminated volume calculation is not necessary.*** *** This action is being conducted by the Department of the Air Force (USAF) in accordance with CERCLA and their lead agency authority granted by executive order. There is no EPA cost recovery.***
