Provided,The exhibition of noninfected cattle at fairs or exhibitions in the quarantined area and their reshipment to the free area without dipping may, by written order of the Administrator, APHIS be permitted: That the cattle shall be handled under such conditions as may be prescribed in each case to preclude any danger of the spread of infection.
