§ 286.1 Definitions.

The following definitions apply to the following terms in this part:

adjacent islands(a) The term means Anguilla, Antigua, Aruba, Bahamas, Barbados, Barbuda, Bermuda, Bonaire, British Virgin Islands, Cayman Islands, Cuba, Curacao, Dominica, the Dominican Republic, Grenada, Guadeloupe, Haiti, Jamaica, Marie-Galante, Martinique, Miquelon, Montserrat, Saba, Saint Barthélemy, Saint Christopher, Saint Eustatius, Saint Kitts-Nevis, Saint Lucia, Saint Maarten, Saint Martin, Saint Pierre, Saint Vincent and Grenadines, Trinidad and Tobago, Turks and Caicos Islands, and other British, French and Netherlands territory or possessions bordering on the Caribbean Sea.

collector(b) The term means an air or sea carrier, travel agent, tour wholesaler, or other entity which collects, but may or may not be required to remit, fees pursuant to this part.

commercial aircraft(c) The term means any civilian aircraft being used to transport persons or property for compensation or hire.

commercial vessel(d) The term means any civilian vessel being used to transport persons or property for compensation or hire.

Assistant Commissioner, Office of Financial Management(e) The term means the Office of the Assistant Commissioner, Financial Management, Immigration and Naturalization Service, Room 6307, 425 I Street NW., Washington, DC 20536.

fee(f) The term means the immigration user fee.

port of entry(g) The term means a port or place designated by the Commissioner at which a person may apply for admission into the United States.

remitter(h) The term means an air or sea carrier, travel agent, tour wholesaler, or other entity which collects, including receipt of fees collected by collectors which are not required to remit fees, and remits fees pursuant to this part.

Territories or possessions of the United States(i) means American Samoa, Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway, Swains Island, Palmyra Island, and Wake Island.

document for transportation(j) The term means any document accepted by a carrier in return for transportation.

United States,(k) when used in a geographical sense, means the continental United States, Alaska, Hawaii, Puerto Rico, Guam, the Virgin Islands of the United States, and the Commonwealth of the Northern Mariana Islands.
